The EU launched the Just Transition Mechanism (JTM) in 2020 to serve as a key instrument to facilitate the decarbonisation of the European regions in a fair way, providing targeted support to the regions that are most dependent on fossil fuels. The strategic Territorial Just Transition Plans (TJTPs) currently developed by European member states can unlock the disbursement of the funds available from the Just Transition Mechanism upon their approval by the Commission.
A comprehensive evaluation of the draft plans is a key prerequisite for improving their effectiveness, ambition and inclusiveness. CSD has prepared detailed guidelines for developing a comparative evaluation framework for TJTPs that can be used by policy-makers and experts alike in the process of the Plans’ finalization. Their objective is to foster a fact-based dialogue for the development of consistent TJTPs, within a wider energy transition strategy and to serve as an advocacy tool for increasing their ambition and effectiveness.
