Russia has systematically weaponized corruption to penetrate and distort European democratic systems, using opaque political financing, energy dependencies, and elite patronage to influence policymaking from within. This report details how the Kremlin and its proxy networks channel covert financial support to sympathetic political parties, cultivate former and sitting officials through state-linked business interests, and exploit fragmented EU oversight to weaken sanctions, undermine unity on Ukraine, and erode institutional integrity across the continent.
Drawing on cases from France, Germany, Italy, Hungary, Slovakia, and beyond, the report traces how “strategic corruption” operates at the intersection of political finance, energy leverage, and state capture. It offers a targeted policy agenda to close loopholes in party funding, prohibit anonymous donations, strengthen EU-level oversight and enforcement through bodies such as AMLA, EPPO, and OLAF, and harden Europe’s defenses against malign foreign influence. The analysis provides European policymakers and civil society with concrete tools to safeguard democratic processes and reinforce Europe’s political resilience.
