Bulgaria stands at a pivotal moment as global competition, shifting supply chains, and the rapid expansion of clean-energy technologies reshape the foundations of economic and energy security. Although the country faces mounting vulnerabilities, including stalled industrial modernisation, high dependence on imported resources and technologies and growing pressure on its energy infrastructure, it also holds significant strengths: strong renewable potential, strategic energy and transport corridors, and an emerging digital and semiconductor ecosystem.
This report argues that Bulgaria can position itself as a regional hub for decarbonisation and innovation if it adopts a long-term national strategy that aligns energy, innovation and security policies. The long-term vision must be coupled with a predictable and transparent regulatory environment, fair and competitive markets, investments in digital grids and flexibility solutions, and coordinated efforts to scale innovation, skills and strategic partnerships. As part of this effort, the Energy Dialogue platform provides practical guidance and international best practices on planning and scaling low-carbon technologies, helping decision-makers and businesses navigate the transition and integrate into Europe’s clean-tech value chains.
