Waste-management crime is becoming one of the most lucrative and least-sanctioned segments of organised crime, with severe consequences for the environment, public health and municipal budgets. This report traces the main forms of waste crime across the entire waste-management chain in Bulgaria—from collection and transport to treatment, landfilling and cross-border trafficking—through an analysis of the legal framework, enforcement practice and selected case studies. Particular attention is paid to Sofia, one of the most affected cities.
