CBRN Threats: Training Guide for First Responders

This publication is intended to support training activities for first responders in the field of chemical, biological, radiological, and nuclear (CBRN) security risk prevention and mitigation. It examines the management of risks involving the intentional misuse of CBRN materials and related information and outlines an indicative set of topics of relevance to the prevention and countering of deliberate CBRN incidents. The guide highlights the context and complexity of CBRN threats, in order to facilitate consideration of possible approaches, measures, and tools that could be leveraged for developing appropriate response frameworks that promote security innovation and can help build resilience. The guide contains five thematic scenario-based exercises which examine the following topics:

  • CBRN Security and the Insider Threat.
  • CBRN Security and Cyber-Enabled Crimes.
  • CBRN-e Security of Critical Infrastructure.
  • CBRN Security and Emerging Technologies.
  • CBRN Security - Hoax Incidents.
