The Baltic, Adriatic and Black Seas hold enormous offshore wind energy potential which, if unlocked rapidly and comprehensively, will play a decisive role in the successful decarbonisation of electricity generation in Central and Eastern Europe, while simultaneously improving the region’s energy security by replacing conventional fossil fuel-based electricity generation. The successful development of the offshore wind industry in CEE hinges on a sound regulatory framework, attentive maritime spatial planning, supportive infrastructure and the careful consideration of the environmental, social and economic impacts on maritime regions.
This offshore wind handbook addresses these key challenges and provides clear guidelines, based on best practices from established offshore wind markets, for setting up an attractive investment environment and ensuring a smooth development of the sector through the involvement of relevant stakeholders and cross-border cooperation. If implemented effectively, these measures will enable countries in the region to realise the benefits of their offshore wind potential.
