The most valuable component of the president's initiative is the equidistance of the body from all power centers, he commented. Stankov objected the idea of appointing chief prosecutor Nukola Filchev to head the anti-corruption body. A month ago the president suggested that anti-corruption service is set up by way of a special legislation, with the objective to investigate corruption in the highest ranks of the government, to be headed by a chairman appointed by a qualified parliamentary majority vote. At a seminar on corruption held yesterday by the organisation Coalition 2000, the chairman of the Supreme Administrative Court Vladislav Slavov accused the government in passing low quality legislation thus creating environment nourishing corruption. Judge Slavov named the recent amendments to the privatisation act as a legislation of poor quality, aimed solely at restricting the control of the law over the cabinet's privatisation decisions, thus ensuring conditions for corruption. Minister of interior Georgi Petkanov, one of the sponsors of the privatisation amendments, responded by stating the judiciary must be subject to control as well. </div>"}
