Biography
Daniela Mineva is a senior analyst with over 22 years of experience in EU- and donor-funded projects focused on anti-corruption, the hidden economy, undeclared work, competitiveness, and innovation policy. Between 2012 and 2013, Ms. Mineva contributed to two projects supporting the development of Bulgaria’s Smart Specialisation Strategy. Since November 2012, she has been actively involved in the Southeast Europe Leadership for Development and Integrity (SELDI) initiative – the largest anti-corruption network in the region. SELDI brings together 19 civil society organizations and five anti-corruption agencies from the Western Balkans to promote good governance and strengthen civic engagement in policymaking. Since 2016, Ms. Mineva has been managing a long-term service contract supporting the European Platform tackling Undeclared Work, originally under DG Employment and, since 2021, under the European Labour Authority. This work focuses on enhancing cross-border cooperation among public authorities and social partners to address undeclared work, irregular migration, social security and tax fraud, and social dumping. She also contributed to the State Capture Estimation and Monitoring of Anti-Corruption Policies at the Sectoral Level (SceMaps) project (2019–2021) and coordinated the Regional Good Governance Public-Private Partnership Platform (R2G4P) from 2021 to 2023, funded by the EEA and Norway Grants. In 2026–2027, she will lead the coordination of the Reinventing Anti-Corruption Monitoring and Policymaking (RAMP) project, which aims to advance evidence-based policymaking in the fields of anti-corruption, state capture, and organized crime, including the development of statistical tools and risk indicators.
