Biography:

Connor O’Kelley is an Analyst working with the Economic Program at the Center for the Study of Democracy (CSD), where he is involved in projects related to state and media capture, disinformation, and energy policy, among other topics. Prior to joining CSD, he worked as a contractor with the U.S. State Department’s Foreign Service Institute, as well as an intern with the Bureau of European and Eurasian Affairs, where he focused on OSCE policy.

Mr. O’Kelley has also previously worked with the German Marshall Fund and the Atlantic Council’s Eurasia Center, accruing multiple years of research and project experience related to democratization, disinformation, and Russian malign influence in Eastern Europe.

Studying at the George Washington University, Mr. O’Kelley researched Russia’s energy policy towards the EU, its culture and history, and its evolving relationship with NATO, Ukraine, and Georgia. He graduated with a Bachelor’s Degree in International Affairs and a minor in Russian. He also participated in an exchange program with Charles University in Prague, where he studied Central European politics and culture.
