The evaluation of policies and monitoring of programmes and initiatives addressing NEETs employment issues are particularly challenging due to their limited availabillity, as well as their generally cursory and collective nature. To overcome this, there is a need to enhance the capacity of administrations by equipping their staff with basic skills for monitoring and ex-post impact evaluation of initiatives and programmes to activate young people in the labour market.

On 22 November 2023, the Center for the Study of Democracy held a training seminar for representatives of public institutions responsible for implementing policies to increase youth employment. The seminar aimed to provide participants from the Ministry of Labour and Social Policy, the National Employment Agency, the Regional Employment Service Directorate - Sofia, and the labour offices with basic skills on monitoring techniques and impact assessment regarding youth initiatives and programmes.

This event is based on findings from research conducted by CSD as part of the ‘Lost Millennials – Transnational Research Network for the Evalution of Initiatives Targeting 25 + NEETs’ project funded by Iceland, Liechtenstein and Norway through the EEA and Norway Grants Fund for Youth Employment.
