April 20, 1999, in the Center for the Study of Democracy a discussion was organized with international participation about the need to introduce the ombudsman institution to Bulgaria as part of the Coalition 2000 Anti-Corruption Action Plan and the “Citizen Participation, Public Hearings and the Development of Improved Public Policy for Bulgaria in the Legislative Process” project of the Center for the Study of Democracy and the Santander Group from Spain.
