The draft Strategic Vision for the Development of the Power Sector in Bulgaria over the 2023-2053 period entrenches the vicious oligarchic model in the country's energy sector governance. The strategic document envisages the restart of large-scale zombie projects that are not economically feasible and will enable the continuation of a state capture model of governance, established and maintained by the Kremlin's networks of influence. This will further distance Bulgaria from EU's shared long-term energy and climate security objectives.
